real reason for holding up this

In this connection, I may
mention that there is in our papers a
decision by our Secretary of State under
date 3/8/26, in favour of no
restriction on Nemazee's movements for
the purposes of legitimate trade.
Action was deferred (vide C.0. secret
despatch of the 9th of August) at Sir
Malcolm Delevingne's request, in order
to give him another opportunity (on Sir
John Anderson's return from leave) to
Convert attempt to connect the C.0. to his
views.
10. The position therefore is that
a direction by our Secretary of State
has not yet been carried out. Sir
